Program Information and Rules

Student Eligibility

Students in grades 3 through 8 in NYC DOE schools are eligible to participate as members of their schools’ teams. Every student must have a signed DTFS Track and Field Release Form and Consent to Film on file at their school prior to participating in any DTFS event. It is the responsibility of the principal and coach to ensure that only those students with completed forms attend meets. Each participating student must be entered in STRIDES.

For NYC DOE schools, please use the accurate month and year and “01” as the day for all students’ date of birth. Please follow the Chancellor’s Regulations (A-820) in regards to student information and confidentiality.

In addition, for the elementary division, students must be in grades 3 through 5 and no older than 12. For the middle school division, students must be in grades 6 through 8 and no older than 15. Students who are older for their grade must compete in the older grade division with students of the same age.

Student Attire

Student participants must wear clothing that is comfortable and safe to run in, such as shorts, sweatpants, T-shirts, and sneakers. Children may not run in bare feet, sandals, or boots. Restrictive clothing, such as jeans, is not allowed. Students wearing inappropriate athletic attire will not be allowed to participate. Although uniforms are not required, matching shirts worn by teams help coaches and officials manage the meet and encourage children to support their teammates. Spiked running shoes are not permitted at any DTFS meet. DTFS staff and officials will not allow children to run if they violate these rules.

Accountability and Medical Services

Schools are strongly encouraged to send at least one chaperone/teacher who is AED/CPR certified to each meet. All DOE employees can receive free AED/CPR certification through the official DOE vendor, Emergency Skills, Inc. To view a full schedule of course offerings, please visit http://doe.emergencyskills.com. Each coach should keep a list with emergency information for all students attending the DTFS events. At least one EMT will be on site at each meet, along with a first-aid kit and a defibrillator. Students are encouraged to bring their own water.

Student Behavior

Each school is responsible for the behavior of its student athletes. Students must be supervised at all times and schools must ensure that the ratio of staff and adults to students is in accordance with the Chancellor’s Regulations (A-670).

Each school is responsible for cleaning up its own area before leaving the event facility. Food and drinks are allowed only in designated areas. Each school must have bathroom chaperones for students (one for girls and one for boys).

The officials and DTFS personnel will supervise in the track and field competition areas. Teasing, taunting, and any other unsportsmanlike behavior is unacceptable and will not be tolerated. Failure to comply with these or any other rules in the NYC DOE’s Code of Discipline can result in disqualifications and/or further disciplinary action. Modified United States Track and Field (USATF) rules will be enforced by meet officials. Officials will make their best efforts to explain any rules or infractions to students in order to provide a supportive learning environment. Please familiarize students with the rules:


The 4x100-meter relay will be the final event at every developmental meet. It will be the only timed event, with the two teams recording the fastest times from each section qualifying for the relay at the City Championship meets.

NYRR DTFS Championship Meet Scoring

At the NYRR DTFS City Championship meet, awards will be given to the top three elementary and middle school teams overall.

Points are awarded for each division in every event according to the table below:

Please note that for the relay events, since there are four students representing each school, the above points are doubled. Please remind children at NYRR DTFS City Championship meet that they are racing against the clock and not only against the competitors in their section.
